Portugal received 32.5 million visitors in 2025, a 3% increase compared with 2024, according to new data from Statistics Portugal.

Visitor numbers were especially high during the summer months, underscoring the country’s continued popularity with travellers from around the world.

The year also ended on a positive note, with 1.9 million visitors arriving in December 2025 alone, resulting in 4.2 million overnight stays nationwide.

Strong international demand, together with an increasing emphasis on sustainability and year-round tourism, has contributed to visitor numbers reaching record highs, The Portugal News reports.

Tourism remains a key pillar of Portugal’s economy, helping to create jobs, support regional development and attract international investment.

The latest tourism figures come after Portugal was named ‘Economy of the Year’ by The Economist for 2025, recognising the country’s strong economic performance and resilience.

Investment has played a key role in supporting the broader economy, including the tourism sector. One notable contributor has been the Portugal Golden Visa residency-by-investment programme, which has drawn international capital into a variety of industries.

Through the programme, applicants can invest at least €500,000 in eligible alternative investment funds, many of which target Portugal’s expanding industries and support long-term economic development.

“Golden Visa investors are supporting economic growth, boosting industries such as hospitality, tourism, renewable energy, tech, as well as media and international events,” said Paul Sheedy, special advisor at the Portugal Future Fund.

“These investors are supporting Portugal’s continued growth while securing benefits for themselves and their families.”

One of the key drivers of this sustained growth is Portugal’s broader strategy to position itself as a destination that can be enjoyed year-round rather than only during the summer months.

Initiatives such as ‘Year-Round Portugal’, led by the Ministry of Economy and Turismo de Portugal, aim to showcase attractions across the country in every season. By promoting cultural events, gastronomy, nature tourism and regional experiences, the programme encourages visitors to travel outside the traditional peak periods and discover different parts of the country.

Digital marketing has also played a significant role in expanding Portugal’s international visibility. National tourism authorities have invested extensively in online promotion and global campaigns aimed at showcasing the country’s diverse landscapes, cities and experiences to audiences around the world.

In addition, accommodation options are also evolving in response to growing demand. Portugal has seen a rise in luxury hotels, boutique guesthouses and serviced apartments, reflecting the increasing number of travellers looking for high-end and distinctive experiences.

At the same time, the cruise sector continues to grow. Lisbon has become a major stop on Mediterranean cruise itineraries, bringing thousands of international visitors to the city each year.
